Health Business Architects

Business architecture · Quality · Requirements

Architect the health enterprise before you buy the system.

We turn strategy into capability maps, operating models and requirements that hold up in delivery, so federal agencies, health plans and Medicaid programs get measurable results from modernization.

Architecting Precision. Delivering Performance.

What we architect

Six services, one practice.

Twenty years of business architecture, quality management and requirements work for federal agencies and health plans, offered as six focused services.

Capabilities

Capability and value-stream design

BIZBOK capability maps, heat maps and value streams that show where investment should go, separate from the org chart and the vendor list.

Operating model

Target operating models

Current-state assessment and future-state process design that settle what is centralized, what stays local and who decides.

Roadmap

Modernization roadmaps

Concepts of operations and multi-year roadmaps aligned with enterprise architecture governance, as delivered for IRS case management and IT strategy.

Requirements

Requirements and traceability

Requirements governance in IBM ELM and DOORS, from stakeholder workshops to acceptance criteria, on large federal modernization programs.

Quality

Quality and delivery excellence

ISO 9001, CMMI Level 3 and AS 9100 readiness, plus a proven Service Delivery Methodology built on Baldrige criteria and PMI practice.

Performance

Performance measurement and oversight

KPI frameworks, oversight metrics and Lean Six Sigma improvement that show leadership whether programs and vendors are delivering.

The method

Strategy first. The system comes last.

Architecture is useful only when it drives decisions about funding, priorities and modernization. Each step produces something leadership can act on.

  1. StrategyThe goals, constraints and mandates the program actually answers to.
  2. CapabilitiesA one-page map of what the enterprise must do, separate from the org chart and the vendor list.
  3. Value streamsThe end-to-end flows the enterprise must deliver, measured from trigger to outcome.
  4. InformationA conceptual data architecture: the information those streams depend on, before any database is chosen.
  5. Operating modelCentralized, federated or hub-and-spoke, with decision rights named.
  6. Roadmap and governanceSequenced gaps tied to capital, contracting and an architecture board.

The toolkit

Each layer uses a recognized standard, so the work is repeatable and audit-ready.

Why it matters

Many modernization programs buy the system first and discover the capability gaps later. We map the gaps before the contract is signed, so the system is bought to fit the work.

Architecture before AI

AI is the newest system everyone wants to buy.

Agencies and health plans are being offered AI for claims, case management and customer service. AI tools fail the same way other systems do when they sit on unclear capabilities, unreliable data and undefined decision rights. The architecture work comes first.

Where it fits

Value streams

Show which steps AI can speed up and which still need human judgment.

What it needs

Data architecture

Shows whether the information AI depends on exists and can be trusted.

Who controls it

Governance

Settles who approves, monitors and overrides what the AI produces.

Where we work

Federal modernization experience, applied to health.

Two decades inside federal programs and health plans, plus commercial work in banking and global shared services.

Dele Young, MBA, MA

Principal and Founder · Certified Business Architect (CBA®)

Dele has spent more than 20 years designing capability models, value streams, roadmaps and target operating models for federal agencies and Fortune 500 healthcare. The work turns strategy into architecture that drives funding, priorities and modernization decisions.

In health, that includes serving on the Enterprise Architecture team for the BlueCross BlueShield Federal Employee Program, the nation's largest private health plan, and delivering case-management and disability-services business architecture for state Medicaid programs. Dele also advises an AI-native healthcare payment-accuracy company on business architecture, go-to-market and certification readiness for Medicaid, managed care and CMS buyers.

On the federal side, Dele led business architecture for IRS Enterprise Case Management, designed the oversight performance framework for FEMA's 68 Write Your Own insurance carriers, and built the Enterprise IT strategy and Concept of Operations adopted by IRS leadership for two operating divisions.
